The Prisoner an Attentive Listener to What Wns Said in His Behalf Review of Evidence and Its Effect on the Judges Gendarmes Com mander Dies Mysteriously Kennes August 18 The trial by court martial of Captain Dreyfus was resumed at 7:25 o'clock this morning without incident Colonel Picquart con tinuing his testimony He spoke in the same loud fearless tone and com menced by declaring that he thought it necessary to reply to General Roget's veritable arraignment of him General Zurlinden General Billot General Roget and General Mercier were pres ent General Roget at the outset of Colonel remarks interposed and said he would reply to them Col onel Picquart proceeded to discuss the secret dossier as the main spring of the condemnation of Dreyfus He took up the consideration of the documents successively referring to the writers and persons addressed as and oc casionally treating of the "Cette Ca naille de document" Picquart said the Canaille case occurred between May 30 aitd July 17 1S96 "when on ac count of family bereavement I was able to pay very little attention to my offi cial duties In my absence Colonel Henry acted for me I devoted most of July to the journey of the headquarters staff which also prevented me from at tending to my duties I was therefore able to give only very intermittent at tention to the Canaille case Canaille returned a convict who contravened a decree of expulsion and had been caught red handed in another criminal act Colonel Picquart occupied the whole of the sitting with a presentation of his side of the case He spoke for five hours and then his voice becameeak During a brief suspension of the ccurt Generals Mercier Roget Billot and De Boisdeffre and other witnesses sauntered together animatedly discuss ing evidence Dreyfus was very attentive When Picquart con cluded both Roget and Mercier jumped up and asked to be heard contradictorily Colonel Jouaust asked Roget to speak first Picquart replied promptly to all questions At the conclusion of Colonel Pic deposition Generals Roget and Mercier asked to be allowed to be con fronted with the witness The con frontation only lasted a few minutes and did not prove sensational After Pic quart reiterated his statements the court adjourned until to morrow The dep osition of Colonel Picquart occupied nearly the entire session Maitre Mor nard who argued the case in behalf of the Dreyfus family for revision of the prisoner's sentence before the court of cassation against assisted Demange counsel for the defense REVIEWING THE EVIDENCE Picquart Did Much to Remove Unfavor able Impressions New York August iS The Rennes correspondent of the Tribune discuss ing yesterday's proceedings in the Drey fus court martial cables: Colonel Pic quart's clear penetrating voice carry ing with it an honest ring absolutely convincing to all English speaking spectators in the court room apparent ly did much to remove the unfavorable impressions retained by the court after Roget's wholesale affirmation of Cap tain guilt and in nocence Colonel Picquart like Roget as former under secretary of the third bureau of the general staff once had Captain Dreyfus under his orders and supervision and the following points were established by Colonel evidence which explained the military technicalities of the staff mechanism: Points Established Hirst That contrary to the testimony of Generals Mercier Cavaignac and Roget Captain Dreyfus could not have had access to information about the nodifications of plans for assembling the "troupes de couverture" (troops in case of mobilization to be thrown to ward the frontier so as to cover the actual mobilization) which is one of the subjects enumerated in the bordereau and Second That alo contrary to the evidence of Generals Mercier Cavaig nac and Roger Captain Dreyfus was by no means the only officer civil or military employe who could have ob tained the information indicated by other documents mentioned in the bor dereau Colonel Picquart showed for instance that the alleged mysteriou firing manual was not a state secret and that copies of it were given to any offi cer undergoing staff instruction who cared to ask for it Great was expressed at A XG another portion of Colonel testimony which disclosed the fact that some of the most important secret plans and documents were intrusted to the sole care of a few civil clerks and enlisted men and kept in a room at the war office accessible to visitors where Colonel Von Schwarzkoppen and other foreign military attaches were received once a week Court Under a Spell These facts developed with admir able clearness in Colonel tes timony made a marked impression on the court which is nevertheless still under the spell of the point blank swashbuckler affirmations of the galaxy of generals All the points in favor of the defence so far adduced by the tes timony of Bertullus and Colonel Picquart are purely presumptive The present phase of the case so far as can be ascertained by closely scrutinizing the countenances of the members of the court martial and by observing the questions put to witnesses is that evi dence of a more sledgehammer and crushing character than has yet been presented will be required in order to convince the court of Captain innocence Much is expected from the continuation of Colonel testi mony ANOTHER VICTIM VENOM That is What Anti Dreyfusards Say of Colonel Mysterious Death Xew York August 18 A dispatch to the World from Rennes says: Lieuten ant Colonel Lobe who has been in charge of the mounted gendarmes do ing duty about the court martial died suddenly Thursday The anti Dreyfus ites openly charge the Dreyfusites with being responsible for his death The local newspapers in their accounts of it print in big head lines: Vic tim of Dreyfusite Venom" It is ru mored that Colonel Lobe blew out his brains because of attacks in the news papers friendly to Labori since the shooting of the latter Another story is that death was due to heart disease It is practically impossible to get at the truth At military headquarters it is vehemently denied that Lohe commit ted suicide Colonel Lohe had been one of the most conspicuous person ages on the scene since the beginning of the trial Debates Unbalanced His Mind At the time of the assault on La bori he led the first platoon detached to maintain order on Richmond bridge the scene of the shooting There he was somewhat abrupt in handling the friends of the wounded Tavvyer who sought to get near him His conduct under the painful circ*mstances was severely commented upon Colonel Lohe took these attacks to heart and grew despondent to such a' degree that his health was affected Thursday dur ing the sitting of the court martial he was obliged to leave the room saying that he was too ill to remain until the close of the session Two hours later news of his death leaked out What serves to give an air of mystery to the happening was the conflicting state ments about the cause of death Two men who knew Lohe intimately said they noticed that his mind was grad ually being unbalanced by listening to the debates at the Dreyfus trial Two days ago they declare he said it was hopeless to struggle against the Jews who now have the upper hand and will avenge the race on "all of us officers of the Excited Over Death Rennes August 18 There is great excitement over the mysterious death yesterday of Colonel Lohe command ing the gendarmes at the Dreyfus court martial He has been despondent since Labori was shot and it is believed his death was suicide or murder DESPONDENCY Has Recovered and Is Entering a New Era of Prosperity Valparaiso Chili July 20 or the last five or six years in fact since the melan choly war of 1891 the republic of Chili has been passing through a period of com mercial turmoil and political agitation Hampered by a heavy internal and for eign debt and crushed under the burden of a heavy taxation to keep up the strength of her navy in view of a possi ble conflict with Argentina it has only been within the last few months that the prospect has brightened materially The disastrous effects of the financial crisisof July last year far reaching and serious as they were have in a great measure been got over and the credit of the coun try is better to day than it has been for many years Attention is also being di rected to the wonderful resources of the republic and industries that have long been dormant are gradually being re vived Xew fields for the employment of capital are alo being exploited and general trade which for years had been in a stagnant condition is gradually im proving Altogether the republic seems to have entered on a new era of pros perity both politicall and commer cially mine Only five of the survivors have been rescued The list of dead in the disaster is twen ty five and the living have been rescued Thousands gathered around the mine Many were injured by the die in a fire caused by a gasoline explosion at 1222 Seminary place the home of Herman Metzger Mrs Metzger and the mother of Rose Salbianer who lives at 541 Seminary avenue were seated on the front steps at the Metzger home and sent the little girls to the basem*nt to procure some wine Lena took a candle which site lighted as she entered the basem*nt from the rear Scarcely had the children entered the cellar when there was a loud explosion and a mo ment later the frightened mothers heard the screams of the girls and saw smoke and flame gushing from the basem*nt door Nearly five gallons of gasoline had exploded filling the basem*nt with winding sheets of fire Two from Same Scaffold Rockville Mil August t8 Armi stead Taylor and John Alfred Baker were hanged here this morning for the body in rance to visit the Paris exposition NEW ENTERPRISE Treed While Stealing Wire from Tall Telegraph Poles Chicago August Dennis Brown and Leets have been taken into custody by officers from the stock yards police station and their arrest was at tended with all the excitement of an old fashioned coon hunt The men were on tall telegraph poles while they were engaged in stripping from its fastenings some electric light wire Brown was formerly a policeman hav ing been discharged from the depart ment four years ago after a service of eighteen years for drunkenness and other offenses Both men were held to the grand jury by Justice Quinn after waiving examination in the Hyde Park police court The men were surprised by three officers while they were taking down wires on Morgan street near if tieth When Policemen Keating Beil fuss and Barnes commanded them to descend they declined and it was only when the officers threatened to shoot that they came from their lofty percbes They had cut iGo pounds of wire when they were arrested A BIG OUR STRIKE Possibility of Engineers Stopping Work Unless Wages Are Raised Chicago August Railroad men say there is possibility of an engineers' strike on the Cleveland Cincinnati Chi cago St Louis otherwise known as the Big our over wages A commit tee representing the locomotive drivers in conference with General Manager Schaff for two days finished its work yesterday without having reached an agreement It is said the men may go out if their request for an increase in wages and also for several minor con cessions is not granted Xow that the committee has failed to reach an agree ment with the general manager Presi dent Ingalls will be asked to take up the case Yesterday Jthe committee left the conference abruptly and went to a hotel where it was in session most of the day Grand Chief Arthur of the Brotherhood of Locomotive Engineers was notified of the conditions by wire and by letter He will take up the gievances with President Ingalls if the committee so decides human barometer Strangely Afflicted Illinois Man Lying at Point of Death Sycamore Ill August 18 Lyle Smith the son and only child of Dep uty Sheriff rank Smith lies at the point of death at his home here Young Smith has been a puzzle to the medical fraternity for thirty years He was born with an imperfect heart no valves to separate the blood giving him a pecu liar color which changes with the weather On pleasant days his color is nearer white than at any other time If a storm is about to appear he changes growing darker The condition of his heart has caused a peculiar overgrowth or the finger nails He is one of the best read and keenest business men in this section but has no strength for anything aside from brain work as a little excitement or anger would cause him to change to the dark color and stop his heart DIVER BALDWIN KILLED Submarine Life Lost in Try ing to Reach a Wreck Chicago August 18 A special to the Record from Seattle Wash says: Diver William Baldwin was killed near Tacoma to day while trying to reach the sunken British ship Andelana lying at the bot tom of the harbor with eighteen of the crew Death came to the daring sub marine explorer when lie was 150 feet below the surface of the water Death was due to some accident to the pumping gear which supplies the air The sunken Andelana lies in 190 feet of water Bald win was on his second descent in an at tempt to reach the deck of the craft It is believed that the terrific pressure of water on the mechanism and the great air pressure necessary to force the of Cotes Du Nord Labori Not So Well this Afternoon but To dav He Was Permitted to Take a Stroll in His Garden Paris August 18 It is reported that assailant has been arrested His name is Glorot and it is said that he has confessed Glorot was arrested at Doi Rennes August 18 The report that the asaiiant of Maitre Labori had been arrested is confirmed He is a native of Cotes Du Nord Labori Out of Doors Rennes August 18 Maitre Labori was not so well this afternoon He over tired himself yesterday To day he was only allowed to exercise for half an hour which he spent in the garden His wound is no worse but he is nervous ROTTEN BRIDGES One Breaks in Chicago and Several Others Are Condemned Chicago August 18 Two bridges over the Chicago river have been order ed closed to traffic seven others were condemned as dangerous and two more were labelled "very These last will be allowed to remain open for a time unless something happens Then they will be closed All this came about because the bridge over the Calumet river at Xinety fifth street dropped into the water when it was swung for repairs The bridge broke squarely in half over the centef pier and both ends went down into the water Two bridge tenders went with the ends They' were rescued un harmed When City Engineer Ericson heard of the acident he came to the con clusion that there were several others which might drop with somebody be sides a bridge tender and he at once is sued orders closing the Xorth Halstead street and Wood street bridges and an nounced that those at Clybourne place Xorth western avenue Randolph street and Polk street were condemned as dan gerous The bridges at Xorth avenue and Chicago avenue he says "may' do for a time" All the bridges have been in use for many years To make the situation more serious it will require at least $2ococoo to build new bridges or prop erly repair the old ones and there is no appropriation for the purpose NEEDLES AND SCRAP IRON Death of a Woman Who Had Been Swal ing Metal for Years Columbus August 18 Eliza Day a colored patient at the Columbus state hospital for the insane died yesterday A postmortem examination was ordered by Superintendent Carpenter and was performed to day The examination revealed an astonishing condition In her body were found the handles of five Ger man sih er spoons about too cambric needles some hairpins and a number of scraps of iron which the demented wo man probably' had picked up in the asy lum grounds The spoons were not cor roded but many of the needles were and the perforation of the intestines by the needles produced ulceration and finally death About fifty of the needles were still in the stomach as were the spoon handles and iron scraps As many more needles had worked all through the intes tines and the body and some were just under the skin Notice Served on Negroes Meridian Miss August i8 A race war is threatened near Russell A week ago Dr Wells shot and fatally wounded a negro for stealing his cattle Tuesday night two negroes attempted to assassinate Dr Wells One was shot and killed by the doctor Another un successful attempt was made on the life last night This aroused the whites and notice has been served to the negroes that any' further hostile movements toward Dr Wells will pre cipitate a race conflict Vital Organs Diseased San ranc sico Cal August 18 An autopsy over the remains of Jim raney of Cincinnati the pugilist who died last night after being knocked out by rank McConnell Wednesday night shows his vital organs diseased He was in no con dition to enter the ring McConnell ar rested for manslaughter is now out on bail A similar charge is made against the promotors of the fight the referee and seconds and all have given bonds What Boutwell Says Boston Mass August 18 am only 82 and I am inclined to think that the 'continental will want an older man than that to run for pres ident next That is the way Geo Boutwell disposed of the question whether he was York Yugust 18 A dispatch to the Times from London says: Sir Charles Tupper has left London for a brief stay in the country lie came across to attend as chairman the an imal meeting of the British Columbia new gold fields company which after only two years of active work declares a dividend of 20 per cent Sir Charles is enthusiastic about this latest devel oped gold field The Velvet mine which is the most important and the one nearest being fully developed he believes the center of a vast region of gold bearing lands situated in a con genial climate and adjacent to railway facilities He is urging British capital to exploit the district fully Although visit is in no way official he has given the interested authorities his views on the Alaskan boundary diffi culty Sir Charles says he has always tried to keep on the most friendly terms with the United States but that in diplomacy it is a difficult matter If America were either just or believed hci claims just he thinks that the whole question would be referred to arbitra tion unreservedly He believes the Washington authorities will have some difficulty in satisfactorily explaining any opposition to arbitration to people whom he is sure want only what is just I arbitration is not to be had lie firmly believes that by running a railway through British territory exclusively to Dawson any hope that Americans may have of establishing a great shipping trade to the Klondike region will be shattered In fact he is not certain arbitration or none that it would not be a good policy for Canada to build the railway although became known that Miss Kirlin was engaged to Ament and was to be mar ried in September young Maine who is her second cousin came here from her former home in Galesburg It appears that young Maine had mar riage Eloped with Old Man Chattanooga Tenn August 18 Pret ty 19 year old Miss Sallie lynn and A McKamey who is oid enough to be her grandathfer eloped from Bradley county Tenn yesterday and were mar ried The groom is 67 years of age but objects to being called old Miss lynn was a stepdaughter of Mr McKamey's sister and met the old gentleman two months ago Sixth Cleveland Arrest Cleveland August 18 The sixth arrest in connection with the placing of explosives under a Broadway and Sco ville avenue car on July 23 was made to day James Dcmooy aged 16 was ar rested charged with the offense interest on the national debt by 20 per cent adjourned without action The minister of war says that everything is quiet at Monte Christi GUBERNATIONAL CHAT Schuyler Candidacy and What Durbin Can Do at Home Indianapolis August 18 The News says: Schuyler Colfax mayor of South Bend is announced as a candidate for the republican nomination for governor If Colfax really goes into the race it places Congressman Brick in an embar rassing position should the story of his deal with James Dodge of Elkhart be true The friends of Dodge say the latter secured Brick's nomination and the return was to be made in the solid Thirteenth district for Dodge for gov ernor But friends ot Mayor Colfax say that Mr Dodge can not reasonably ask or expect Congressman Brick to make a fight against his own towns man Greenlee an attorney of El wood is in the city He was asked if he had run across the boom of Durbin of Anderson for governor am taking no part in the said Mr Greenlee there is a strong sentiment in favor of Mr Durbin in Madison county and particularly in the north part of it where I live The peo ple up there will give Mr Durbin a strong push along if he wants the nomi is asserted that he can not get a delegation from his think that is a mistake In fact I know that if Mr Durbin is a candidate for governor he will have no serious trouble in securing a solid delegation from his county Madison that night the wild shouts of laughter rang out as usual from Charged with Whitecapping Bloomfield Ind August 18 Marlin Resler William Wright Bent Gooden Ira Arthur and James uller have been arrested charged with being some of the persons who whitecapped Britton near Newark a few nights ago All waived preliminary ex amination and gave bonds Resles is a justice of the peace in his township and in 1896 was charged with buying votes but was acquitted by a jury Mr Brit ton the victim of the regulators was in town this week and a number of per sons who examined him say his body is badly cut with switches Peace Encyclical London August j8 The Morning Leader's Rome correspondent is in formed that the encyclical on the peace conference will appear next week in the Osscrvatore Romano and shortly
